    Somalia And Survival In The Shadow Of The Global Economy

    This study examines the capabilities of self-determination movements in Somalia after the collapse of a central state to explain the variable capacities of groups to provide stable orders and understand why leaders of these movements choose particular strategies. The primary factors shaping these strategies and capabilities include (1) the nature and longevity of prewar local elite relations with the central authority of the collapsing state, (2) the social organization of prewar and wartime informal economies in localities, (3) the capacity of local authorities to control, and in some cases, resist efforts of outsiders to mediate conflict, and (4) the capacity of local authorities to regulate commercial transactions with the rest of the world. This study shows that some movements of self-determination in post state collapse environments like Somalia are capable of creating stable polities, but that this accomplishment rests on using social control over wealth and commerce to keep resources to discipline agents who otherwise have an incentive to engage in predation or disrupt this political consolidation.

    The Challenges of Armed Group Organization in Socially Fragmented Environments

    This research explains variations in how armed groups organize their relations with surrounding communities in the context of conflict in collapsed states. The collapse of central state authority tends to generate multiple armed groups that reflect and further promote social fragmentation. The norm is a situation of multisided competition, of symmetrical irregular warfare akin to violent competition among gangs. This environment creates obstacles to the formation of socially encompassing and mobilizing armed groups. Yet a few armed groups that appear in this context are able to assert their own guiding narratives and organizational codes. The argument is that variations in armed group autonomy to organize its own relations with communities in conditions of state collapse is related to the nature of pre-conflict relationships between community clandestine commercial activities and state regimes, and the pre-conflict relationships of armed group leaders to regime strategies of social control.     Optimal interpolation of satellite and ground data for irradiance nowcasting at city scales

    We use a Bayesian method, optimal interpolation, to improve satellite derived irradiance estimates at city-scales using ground sensor data. Optimal interpolation requires error covariances in the satellite estimates and ground data, which define how information from the sensor locations is distributed across a large area. We describe three methods to choose such covariances, including a covariance parameterization that depends on the relative cloudiness between locations. Results are computed with ground data from 22 sensors over a 75×80 km area centered on Tucson, AZ, using two satellite derived irradiance models. The improvements in standard error metrics for both satellite models indicate that our approach is applicable to additional satellite derived irradiance models. We also show that optimal interpolation can nearly eliminate mean bias error and improve the root mean squared error by 50%
